March 4, 1918 Dear Sir, I am in receipt of your letter of the 2nd instant regarding the necessity for the Government to take proper steps to secure full recognition in all departments of the rule that vacancies in the Civil Service should be filled by honourably discharged soldiers or sailors when a man eligible for the appointment is available. I heartily agree with this principle and I shall at once take the opportunity of issuing a circular to all Government Departments, bringing this matter to their notice and stating the Government’s position and desire in respect thereto. When vacancies occur, the method of the Department is to communicate with your Secretary so as to give him an opportunity to secure a suitable man for the required position.
