May I suggest that steps be taken as quickly and as convenient to define the “conditions and terms of service” of the enlisted men.

I understand from the secretary of the Recruiting Committee this has to be done by the Governor in Council and until this is defined no man can be “sworn in” in accordance with the act.

Naturally I am anxious the formal swearing in should take place without delay, so make this suggestion.

I understand also no payment to the men can be made before the men are properly “sworn in” though the Paymaster has in some emergency cases made some advances.
