I beg to acknowledge receipt of Your Excellency’s memorandum of date 6th instant, covering copy of telegram No. 265, of same date, from the Secretary of State, in relation to the delivery, free of charge, unpaid or insufficiently prepaid, letters and Post Cards from all troops from any part of the Empire on active service. I shall bring this matter to the notice of your Excellency’s Ministers at the meeting to-morrow, so that an early reply may be forwarded.
